States Offering LIHEAP Summer Cooling Assistance for Low-Income Households in August 2025

As of August 2025, several states have open or active LIHEAP Summer Cooling Programs to assist low-income households with cooling costs during the hottest months. 

These programs provide financial aid toward utility bills or may offer air conditioning units or repairs, depending on the state. 

They also assist people with low income, helping them to manage their expenses effectively.

By alleviating some of the financial burdens, these programs contribute to greater financial stability for individuals and families navigating the middle or high-priced housing and rental markets in various states.

Here is an overview of states with LIHEAP Summer Cooling programs open in August 2025:
 
  • Alabama: Applications are accepted through September 30, 2025. Households with incomes up to 150% of the federal poverty level can receive aid between $320 and $520. The program helps pay cooling utility bills on a first-come, first-served basis.
  • Arizona: Cooling assistance runs through October or November depending on the county. Eligible households earning up to 150% of the federal poverty level can receive assistance ranging roughly $160 to $1,200 based on location. Applications remain open in many areas through August.
  • California: The state offers year-round cooling assistance for households earning up to 60% of the state median income, with subsidies ranging from $288 to $990. Applications are accepted on a rolling basis through local agencies.
  • District of Columbia: Operates year-round cooling programs with grants from $250 to $1,800, available for households at or below 60% of the DC median income. Applications continue through August and beyond.
  • Florida: The program is open until the end of September 2025, offering aid from $400 to $1,350 to households up to 150% of the federal poverty level.
  • Nebraska: Cooling assistance runs June 1 through August 31, providing payments and repair assistance up to $750 for eligible households earning up to 150% of the poverty level.
  • Oklahoma: The cooling component launched July 15, 2025, and remains active while funds last. It includes direct utility assistance combined through their ECAP program opened earlier in the year.
  • Georgia: Though the official cooling program ended July 31, some local agencies may continue accepting applications or assisting into early August as funds permit, with eligibility up to 60% of state median income.

Other states with rolling or open summer cooling LIHEAP applications through August include Nevada, New Mexico, Tennessee, Utah, Washington, West Virginia, Delaware, Louisiana, New York (season may have closed earlier in 2025), Kentucky, Mississippi, South Carolina, and Texas.

These states offer varying scopes of financial assistance or equipment distribution based on income and local criteria.

Some states like Illinois are accepting applications until August 15, 2025, or until funding runs out, offering cooling grants to qualified households.

It is important for applicants to contact their local LIHEAP or Community Action Agency directly to verify current application windows and specific eligibility requirements, as funds are often limited and distributed on a first-come, first-served basis. 

Required documentation generally includes recent utility bills, proof of income, identification, and residency verification.
